When I write essays for history they follow this format like 98% of the time:
- Short introduction that sets the question within historical context
- Thesis statement/argument
- Body paragraphs that answer my question
- Conclusion
This question isn't hard to do an outline for since it's basically giving you what to do: analyze long-term causes and short-term causes. It's important to know what a long-term cause and short-term cause are. Generally, long-term causes are more than five or so years before an eventand short-term causes are within 1-4 years of the events's beginning.
Come up with a list of topics that you will use to answer the question. Look at things like German grievances and the impact the Treaty of Versailles had, ideologies, failure of appeasement, and economic troubles. I'll leave it up to you to come up with the details for this, since it's your essay after all. But just jot down each detail you'll use and write down beside it its importance or lack of importance in causing WWII. The key word of this essay is examine, so don't just list all the causes and call it done! You need to state whether this cause was extremely important (because of it we had WWII), important (it played a role in causing WWII), not very important (it happened but WWII could have been avoided), or not important at all (little to no relation to causing WWII) and why. Since you're doing an outline, you don't need to go into a huge analysis here; save that for your actual essay. Just give a sentence or two.
So, since it's an outline:
- one or two sentences for historical background
- your argument
- long-term causes (listed in bullet form with like one or two little details to help you remember until you do the essay)
- short-term causes (same as above)
- conclusion
You can do the long-term causes first or the short-term, it doesn't really matter as long as the facts in each section are correct (like don't put the Munich Crisis as a long-term cause
)
Good luck
