[Written Tasks] Police Statement - what form?

I am writing my English A2 HL Written Tasks now.
One of them will be Professional communication / Police statement - Global issues / immigration, prejudice discrimination.

Do you think the form of a police statement can show the understanding of the option? How?

The second thing is, do you know what may be the formal requirements for a police statement? Is it written by a police officer or by a witness/person involved? We never actually analyzed one.

My recommendation is: write a professional letter (which is what I am doing right now). It is easier, and you can express your opinion.
Find and article aboue prejudice towards immigrants, and you could write an authority ( the UN, a human rights organization, etc )on your concern about that issue based on the info you found on that article.
