How loosely interpreted are creativity and action?

I vaguely remember reading somewhere that though creativity in CAS usally refers to artistic activities and action generally means physical exertion, they can be more loosely interpreted to fit different kinds of people. As in, the creativity aspect could include creativity in designing and organizing different projects in, and action could include taking charge/leadership in projects and decision making and blah blah blah. I was wondering if there was any merit to that at all, because as it stands right now my CAS has little to no action, and I need to know the parameters of what I can do to remedy that.
