Never let a point speak for itself :) follow a basic PQE structure to begin with. You can develop your individual style and flow that is necessary for the highest marks after mastering the basics.

Make a relevant Point, for example that the use of X-Literary-Device helps to convey the Y-Theme throughout the passage/poem. Follow it with a Quote, which if short you integrate it into the sentence, and if long leave it on a new line and indent it. Afterwards, you Explain/analyse the example you just gave, by saying WHY it proves your point. Analysis is where you break down the example or concept into its most basic form, and leave nothing unexplained. So say what the example is showing, why it supports your point, anything else it may imply. This is also where any 'waffle' might tend to come in, you know when you say that this suggests that because of the dark imagery and connotations of death and destruction and what not :P

High level quality of example extraction/analysis, combined with structure and linguistic flair, is what nets you the top marks in English commentaries.
