I'd suggest you try to incorporate some Ways of Knowing or Areas of Knowledge in, just so you don't stray too far away from the fact that it IS a TOK presentation. Maybe you could focus on how language can be used as a form of propaganda in the case of HK? Or how reason plays a role in encouraging/discouraging individuals from attending schools with this 'moral and national education' situation? Or even something like "How does the government play a role in the decisions made in the Human Sciences?" and you can look at psychology and the fallacy of appeal to authority. There are loads of ways you can decide to branch off! You've got a really interesting topic so I'm sure you'll find a KI that fits.
