paul34 Posted May 10, 2014 Report Share Posted May 10, 2014 no the natural unemployment rate is the number of people unable or unwilling to work at that particular wage rate. In an economy there will naturally be people (engineers) who will not work for the minimum wage so are unwilling and by definition, are not part of the unemployment rate.
