Word Count of Historical Investigation: What Counts?

I apologize if this question has been asked before, but I am writing my Historical Investigation and am about 1,300 words in and have yet to complete Section D and E. I'm concerned that I'll go over the word limit. 

 

I know that Section F: Referencing and the appendix do not count toward the word count, but what about section titles, etc? 

 

Also, should I label my different sections A, B, C, etc?

The bibliography (section F), the appendix, any footnotes and ev. cover page do not count. I don't think section titles count, but I'm not a 100% sure. Best not taking any chances!

 

I labelled my sections by the names (Source Evaluation, Plan of Investigation etc.) instead of the letters, because it's more elegant.
