How do you use the syllabus?

I took IGCSE before I began the IB, and when I studied for the sciences I used the syllabus as reference to making notes. But when I look at the IB Chemistry syllabus.... I don't know how to use it? The structure is weird and I don't know what it's asking me to do.

I'm more used to the syllabus being straight forward (e.g. Describe the ionic bond as the result of electron transfer and so on) so I'm having trouble getting used to this one. Does anyone have some advice?
