I don't know exactly how it's calculated and I tried to research it (briefly, admittedly) and came up with nothing. However (though it is relevant for you) this year's conversion (for UE 2017) is here. For 2015 UE you can see the conversion here, and if you search more you can find how it's changed over the years though the difference (if any) is ~0.05 in ATAR which may be significant or not so much depending on other students. Basically, it's just a way for universities to compare students since every state has a different curriculum and therefore they need to directly compare them - hence the ATAR was created.
