Combine announcements to shorten the amount?

I've been bothered a while by all the announcements that you have to scroll through to get to the forum itself so I wonder if you can't combine a few of them. As in General Discussion, "Rules and FAQ - must read!" and "Welcome to IB Survival!", is the first one really necessary as it says so in the welcome message?
The announcement about the contribution method ("Important - Introducing Files system and new contribution method!") and the important announcement that is on the top of the page is basically about the same thing so is it not enough with one announcement?

I think this is pretty important because, at least for me, I'm not sure I would notice when new announcements appear because there are already so many.
