One of the basic methods of coming up with a knowledge issue is to start off with a 'How do we know ....?' question. From here you can develop it further. Have a look under 'Getting started' in the ToK presentation guide: Reply

This implies that you must explore the origins of knowledge, the utilities and limitations of knowledge. Three main questions: What is knowledge? How is knowledge acquired? How do we know what we know? None of your questions deal with these issues and therefore are not knowledge issues. It's understandable how one would naturally assume how all philosophical issues are the equivalent of ToK, just be careful and take a look for a better explaination: Reply
