Telling a university you're not attending

Do you mean in the US, Canada or UK? In the UK you simply decline their offers through UCAS. There is no actual communication with the universities. For the US most unis have their online form where each admitted student responds whether or not he/she will be attending so again you really don't need to contact them (but in this case a follow up message thanking them would be nice since US univs keep a record of the schools students have been attending).

I have no information for Canada though. Hope that clears it up a bit. :)

Say something like

"It was an honor to accept an offer of admission from X University. (say some good things about the university). Unfortunately, I will not be able to attend to X University (say your reasons, they may not be 100% true)." And thank them again for being admitted.
