Perhaps she just thinks that by doing so you'll be able to bear in mind your own focus as to what you want to argue? That's for Paper 1, of course, in Paper 2 the suggestion is outright ridiculous as you pick from a choice of topics given on the exam paper. It's very very concerning that you're a May 2012 candidate and don't yet know this, I'd double-check the A1 course outline, cos it sounds like your teacher mightn't have a clue what they're doing.
