Environmental Systems and Socitties Research Question? (Shark finning)

so my original question for my EE was something along the lines of "How effective are NGOS in preventing shark finning" . My plan was to look at Greenpeace's/Sea Shephard's data .... but there isn't any?!?!

so i want to change my question to something along the lines of comparing MEDCS (more economically developed countries) against LEDCS (less economically developed countries) in conserving sharks and looking at their shark programs and sanctuaries. I looked and there actually is data (more or less) from these countries (Australia, Palau, Pacific Islands, etc.)

Do you think this question is appropriate? thanks in advance!
