Firstly, it is an editorial article which obviously contains a lot of political jabber and discussion. Secondly, it doesn't solely focus upon the subsidies but also mentions that "during the recession, it was one of the few sectors to add jobs" and the politics behind it. Try finding another article that is shorter, sharper focus and does not contain too much political jabber and opinion. Ideally you would have an article that is only focused upon one thing and telling of only that one thing. For example for subsidies it could be that "Agricultural subsidies are being cut in country x" and then article would explain why and what cause it might have. Good luck!
