Economics EE question

So I have been working on my extended essay question "To what extent is government-funded immunization for school-aged children in Toronto understood to be a positive externality of consumption." Basically, there are people who aren't taking advantage of the free immunization provided by the government and they got sick. I am going to evaluate the number of people that are getting immunized and the number of cases of the disease occurring in school-aged children in Toronto. However, I am not sure if the question is narrow enough to begin my project because my mentor is out of town for a bit.
