I'm writing my Extended Essay on US involvement in Chile during the Cold War, but I'm having trouble coming up with a research question. Would this be appropriate?

"To what extent was United States involvement in Chile during between 1960 and 1973 responsible for Pinochet's rise to power?"

I also wanted to know if it's necessary/recommended to quote historians in the extended essay as well

Sounds just fine the way it is phrased. It is recommended that you employ primary and secondary sources, and quoting historians is quite in order, though you do not want to overdo it. Short, illustrative quotes only when necessary.
