Not all US universities offer this to international students and the ones that do are usually quite selective when it comes to international admission. There is different types of financial aid offered by different institutions, the one you're referring to might be [full] need-based financial aid. Just do some research on: US universities that offer need-based financial aid to internationals. If you are a certain ethnicity or religion, there's scholarships for that too! However, your application will be deemed less competitive if you are applying for aid at most universities with the exception of need-blind universities. The common misconception is that non-need-blind universities do not give out financial aid to international students. When in fact, Stanford, Columbia, Duke, UPenn, Williams, Swarthmore, Middlebury, etc give some of the best aid packages to international students in the world.
