language skills

English is obviously your first language then :)
Always, when they're talking about first/second/third languages, it's regarding the skills and fluency in it. 
If you are comparable to the native-English speakers skills-wise, then you're considered a first language English speaker, especially considering that your Mandarin is weak, that wouldn't even be nominated to be a first language since you're not very fluent at it, even if it is your mother tongue.

truth is, I know quite a few languages but always hesitate to mention them simply b/c I haven't reached the level that would be considered as knowing the language... 

 

I'm really half-as*ed with these things...

I have the same problem, my first language and mother tongue used to be russian, but after years of studying english and ignoring my russian studies i have regressed into a pitiful state of a person who only knows one language fluently :( I am currently trying to improve it though :D
