The percentage isn't always of high significance, it all narrows down to what the plagiarism checker detected.  You could have a 5% percentage of plagiarism which isn't actually plagiarism (for example, if you acknowledged the source etc), but you could also have a 1% percentage of plagiarism where you copy pasted a sentence without acknowledging the source. The second scenario would be considered as plagiarism, though the percentage is less that the first scenario's one :)

 

Nonetheless, you should try keeping it below 20% in order to avoid potential issues. I advise you to also check with your IB coordinator as your school may have a different policy or a maximum percentage.
