usernamed
I have to do a biology presentation tomorrow on climate change. This is part of the ecology chapter, which I believe is chapter 4.One of the points I have to cover in my presentation is this: -The precautionary principal changes the responsibility of proof to the organization causing the effect from the regulatory authorities. (I.e- The polluter pays for research to show that pollution is safe) Can someone explain to me what on earth this means or is referring to? Any sort of explaination would be highly appreciated.
