Hints: 
Are these questions asking for probability or just favourable outcomes?
10 a) How many choices for largest card? How many choices for the lower 3 cards? 
b) p(>= 2 out of 4) = p(2 out of 4) + p(3 out of 4) + p (4 out of 4). How many even cards are here? How many ways to pick 2 out of 4 even. How many to pick 2 out of 5 odds? How many to pick 3 out of 4 even. How many to pick 1 out of 5 odds? ... 

Just for example, I'll do p (4 out of 4 even) for b). Even: 4 even numbers combine 4: 4C4 = 1. Odd: 5 odd numbers combine 0. 5C0 = 1. 1 * 1 = 1 There is exactly one such way, namely {2, 4, 6, 8}.
