The SL curriculum doesn't deal with too much combinatorial probability (other than the binomial distribution). If you can explain and systematically show your steps of how you solve this problem including the explanation of the algorithms used to solve your particular delivery problem, then this is a good idea. However, if you simply say "there is an algorithm and I'm just going to use it" without explaining how it works, then it doesn't demonstrate too much understanding (or any at all). Again, all of this this depends on your knowledge of TSP and how well you explain it. Surprisingly, a Math IA needs more explanations than mathematical calculations to truly demonstrate understanding.
