What makes a good IOP Topic?

How do you make an IOP topic? I don't understand what the formula is. My english teacher and almost every source on the internet says it's a "presentation where you let your creativity flow" and I have no idea what that means. Everyone else seems to get it instantly but I just don't understand it at all.

My working topic right now is something to do with allusions. How does Shakespeare's use of allusion affect X in merchant of venice. But when I look at other peoples topics they're all over the place in format. Some are talking about broad things like the use of letters in Pride and Prejudice but others are using literary features like motifs. What am I supposed to be looking for?
