Kinetics help!

May someone please answer the question and explain what is meant by the transition state and how you got to the answer, I have looked for this in my book but can't seem to find anything about it.

The answer is B. The transition state is where the reactants have the highest amount of potential energy. This causes them to also be unstable.

Notably, transition states are fleeting and cannot be isolated (though recent researches are able to directly observe some special transition staes!!).
