Both STP and STAP are given in the data booklet. It should be stated in the question whether to use STP or SATP. STP is 273 K and 100 kPa and SATP is 298 K and 100 kPa.

When doing calculations using gases, you should use STP unless otherwise stated.

1 atm is 101325 Pa or 101.325 kPa -  this was used by the IB in the previous syllabus which gave a value for the molar volume of a gas of 22.4 dm3

The new syllabus uses 100 kPa which gives a molar volume of 22.7 dm3
