I was wondering from which paper and timezone did you get this paper? It looks to be HL content since 2009. The full explanation is explored in an inorganic or physical chemistry course on molecular orbitals. In HL they use successive ionization energies to explain that transition metals of different groups than scandium or zinc can form multiple stable charges. Some of the more familiar examples may be iron or copper.

I read the 2009 syllabus more carefully and it wanted SL students to know about this topic. This has since been taken out and moved to HL only. Metals with multiple stable charges include many transition metals not in the column of scandium or zinc.
