Clarification on SL External Written Assessment Criteria

The IB Language B guide book states that for the SL External Written assessment there includes a "100-word rationale" and 300-400 word text. It also states that if you go over or under the word limit 1 mark will be deducted from criterion A and the assignment will be graded using the first "400 words and rationale". 

There is no word range written for the rationale besides just 100 words.

Does this mean that the rationale has to be under, over, or exactly 100 words?
