Is the ability to draw manga something heritable? 'cause almost all Japanese seem to perfect this art :P

Maybe the art of manga drawing is more developed in Japan, better teachers, more opportunities, more manga. Nurture rather than nature.

What's the difference between UK and Great Britain?

Great Britain is technically speaking the big island consisting of England, Scotland, Wales and associated mini islets (e.g. Isle of Man, Isle of White, Channel Islands etc.). The United Kingdom is short for the United Kingdom of Great Britain and Northern Ireland, so it's the island of Great Britain plus Northern Ireland. The UK is the official one registered as a country, and goes on all of the passports etc. Also some people in Northern Ireland will refer to themselves as British :( So nobody observes the distinction with any great rigour, hence why it's confusing. In fact it's so confusing, I'm 99% sure I'm right but might be slightly inaccurate in any one of those particulars without realising! D:

Are bike gears made to slip off?

Of course! They're designed to give us a hard time, just like the IB.

how did the chicken manage to cross the road without getting killed

Skillz. Well, that and the road was closed.

Why do fireflies glow?

Why do irregular verb exist?

To make language classes harder.

did the ibo created the internal assesments to screw us?

*Sits on pedestal and launches long and drawn-out official IB explanation of IAs*

Oh wait. Yes, yes, they did. Why else?

As for my question...

Why do we have to pay to send applications for financial aid (CSS Profile)?

They're giving you money, they have to make an income somehow.

Lol they don't get the money for scholarships from the application fees >.> those are for the processing costs (i.e. paying people to look at them, paying for electronic systems and computers etc.)
